The attacks in Paris and San Bernardino, Calif., have pushed Americans’ anxiety about terrorism to levels not seen since shortly after Sept. 11, 2001. Episodes of possible backlash against Muslims appear to be escalating again. A county supervisor who visited a California mosque that was burned last week said that the arsonists ”should be treated the way we would any other terrorist.”
